Ballard World - Political Puppeteering or Just An Expansive Worldwide Client Base?

Twenty-five foreign governments, parties and state companies in 21 countries, every one from the firm's own Foreign Agents Registration Act filings, read one signed agreement at a time. Our fact-check rides at the bottom.

By Amber Cebull · September 22, 2026

When it comes to motivations and leverage, we all have a general idea of how it goes in the world of power, influence and politics.

But how do those relationships work, exactly?

We know the role that lobbyists play. We know that congress-people continue to get richer. We know that taxpayer money is leveraged for special interests.

But have we ever explored the full extent and breadth of it?

Have we looked deeply to understand the implications of how the system, as it was molded by the people that benefit most from it (politicians and the 1%), works together to create the situations that we find on an everyday basis?

As a single mom of two, a reputation infrastructure consultant and marketing professional - it is my job to dig into rabbit holes for a living. I am asked to quickly synthesize business information, to dig into processes in sales and marketing that aren't working, and make quick transformations. This requires me to listen carefully, take copious notes, learn a TON about an industry I might know very little about - and figure out how symptoms are representative of larger organizational and infrastructure issues that can dig into different departments.

It makes me uniquely positioned to understand sources of symptoms - but also, somehow, uniquely qualified me to do what I did with understanding Ballard Partners influence breadth. I was approached by a girlfriend of mine four months ago about a project she wanted me to take on: understanding the budget of the Lee County Public School system and spending and governance decisions that, to us, didn't add up. We did what I do best - found and highlighted the symptoms, brought them bigger picture - and as the lens on the situation got bigger and we expanded outwards - I started to follow the money deeply in uncovering what I'm about to share with you.

This op-ed isn't about legalities, because all already know the system was built for them and when you make the rules, you can play by them however you want.

This op-ed is about the opinion that I formed and whether or not one man should have the massive amount of political influence he does.

A note before the numbers. Everything below comes from filings Ballard Partners made because federal law requires them. Registering under FARA is legal compliance, not evidence of wrongdoing, and no filing I found connects any foreign principal to a Lee County contract. The dates and relationships are facts. What they add up to is my opinion, and yours to weigh.

The firm registered as a foreign agent 75 days after an inauguration and closed the registration 17 days after the next one

Brian Ballard was Donald Trump's 2016 Florida finance chair, a Trump elector, and Vice Chairman of the Presidential Inaugural Committee. On April 5, 2017, 75 days after that inauguration, Ballard Partners registered with the Justice Department as a foreign agent. Its first foreign client, registered the same day, was the Government of the Dominican Republic, at $900,000.

Eight days later the Socialist Party of Albania signed at $20,000 a month. Within two years the list held the Republic of Turkey, Halkbank, the Republic of the Congo, Kosovo, the Maldives, Qatar, Azerbaijan, Mali, the People's Democratic Party of Nigeria, and Zimbabwe's Minister of Foreign Affairs.

On February 6, 2021, seventeen days after Trump left office, the registration closed. On January 13, 2022 it reopened under a new registrant number. Since January 20, 2025, the firm has added eight foreign principals. The Embassy of Saudi Arabia signed on April 4, 2025, 74 days after the second inauguration.

Two of the firm's alumni went into that administration: Pam Bondi as Attorney General, from February 5, 2025 to April 2, 2026, and Susie Wiles as White House chief of staff. Ballard himself gave $250,000 to Trump 47 on March 27, 2024.

Twenty-five foreign principals, 21 countries, and the fee on every one of them

Every figure below is the contract rate in the signed agreement the firm filed with the Justice Department (FARA Exhibit AB). Dates are the registration dates.

Add up what is active in September 2026 and the contract rates come to about $560,000 a month: Türkiye $200,000, Liberia $100,000, DR Congo $100,000, the PUK $75,000, Saudi Arabia $60,000, Japan $25,000. Libya's $2,000,000 sits on top of that.

The firm's ten offices include Caracas, Tel Aviv, Istanbul and Saudi Arabia

Ballard Partners' own website lists its locations as Washington, Florida, Boston, Chicago, Los Angeles, Sacramento, Caracas, Tel Aviv, Istanbul and the Kingdom of Saudi Arabia. Its practice groups include Western Hemisphere Affairs, Critical Minerals, Emerging Technology and AI, and something it calls the "Ballard Global Alliance." Three of the four foreign offices sit in countries that appear in the FARA file above.

Who pays is not always who is named

The Guatemala agreement of January 13, 2022 says, in its own words: "Responsibility for payment of the compensation under this agreement will be assumed by the Republic of China (Taiwan)." Three years later Taiwan's own office in Washington, TECRO, hired the firm directly.

The Qatar agreement of June 29, 2018 carries an exclusivity clause: for the term and one year after, Ballard "shall not advise, represent or accept engagements from any sovereign state in the MENA Region (as defined by the World Bank), other than the State of Qatar." The Saudi Embassy signed in April 2025, four years and four months after the Qatar registration ended.

Not every client is a government. In Iraq the firm works for two political parties, not the state. In Nigeria it worked for an opposition party. In Libya the client is a military command, not a ministry, and it paid $2,000,000 in a single payment on signing, the only lump sum in the firm's foreign file.

Halkbank: hired under investigation, dropped the day after the indictment, and resolved in 2026 with no fine

Halkbank, the Turkish state bank, hired Ballard on August 28, 2017 at $125,000 a month while it was under U.S. investigation for moving Iranian money. The Justice Department indicted the bank on October 15, 2019. Ballard's registration for Halkbank ends October 16, 2019.

On March 6, 2026, the Justice Department resolved the Halkbank case through a deferred prosecution agreement, "agreeing to dismiss the longstanding indictment," as five U.S. senators later described it, "without the company paying a single dollar in fines, forfeiture, or restitution." Pam Bondi, who worked at Ballard Partners before joining the administration, was Attorney General at the time. Nothing in the public record shows why the case was resolved this way or that Ballard Partners had any role in it. The firm's Halkbank registration had ended more than six years earlier.

Separately, on August 21, 2026, Türkiye's Ministry of National Defense hired Ballard at $200,000 a month. Brian Ballard, senior partner Sylvester Lukis and former Congressman Robert Wexler signed the short-form registrations. Istanbul is one of the firm's offices.

The people who sign the foreign forms are former chiefs of staff, and one of them runs the Fort Myers office

Also on March 6, 2023, Lee Health registered Eagle as its Florida lobbyist. Eagle is also named in the School District of Lee County's $270,000-a-year contract with the firm. The contract's conflict-of-interest clause reads: "To avoid any perceived conflict of interest, team members of BALLARD located and operating through the Fort Myers Office will not be assigned or available to this Agreement. This clause does not apply to Dane Eagle, Managing Partner, who is primarily located and operating through the Tallahassee Office." That is the contract's own explanation for the exception: it treats him as a Tallahassee lobbyist rather than a Fort Myers one.

Back home, the same firm bills $303.5 million and 50 of its clients are public bodies

Under the federal Lobbying Disclosure Act, Ballard Partners has reported $303.5 million in lobbying income since 2017 across 685 clients. 2025 alone was $91.7 million, 4.6 times 2024. Fifty of those clients are governments, school districts or public universities, $21.5 million between them, and 33 of the fifty are in Florida.

Lee County government entities are on that list four times: the School District of Lee County at $270,000 a year, the Lee County Board of County Commissioners at $360,000 in federal fees from 2023 to 2025, and the City of Cape Coral and Lee Health at $30,000 to $50,000 a quarter each. Amazon has been a client every quarter since 2017, paying $2,520,000 in all. Anthropic hired the firm on April 10, 2026 for Pentagon procurement. The filings list Brian Ballard and Sylvester Lukis as the lobbyists on both the Amazon account and the Anthropic account. They are the same two men who signed the Türkiye defense ministry registration a few months later. The foreign file, the biggest technology accounts and a Lee County school district are worked out of one firm, by the same hands.

That is one firm, nine years, 21 countries, a military command, a state bank, four foreign offices, two alumni at the top of the executive branch, and a Fort Myers office whose managing partner has registered under FARA for the Embassy of Japan and is named in our school district's contract. Whether that is puppeteering or a client base is the question in the headline. The filings show how it was built.

Fact check

Accurate on everything checkable against the record. All 25 principals, their registration dates, end dates and contract fees reproduce from the filed agreements. The registration clock (April 5, 2017; February 6, 2021; January 13, 2022; eight new principals since January 20, 2025) reproduces from the DOJ bulk data. The Halkbank sequence, the Guatemala payment clause, the Qatar exclusivity clause and the Eagle short-form are quoted from the documents. What the record does not show is any connection between a foreign principal and a Lee County contract, or any cause behind the Halkbank dismissal; the piece states the sequence and leaves the inference to the reader.

Every foreign principal, date and fee was read from the firm's own FARA filings: the DOJ bulk data for registrants 6415 (April 5, 2017 to February 6, 2021) and 7070 (January 13, 2022 onward), and the signed Exhibit AB agreement for each principal, opened and read in full. Short-form registrations were read for each named person. The federal figures come from the firm's Lobbying Disclosure Act filings (5,796 filings, registrant 401104288). The Globovisión figure is Associated Press reporting and is described that way in the text. The author's opinion is her own.

25 foreign principals in 21 countries, 2017 to 2026

Confirmed. FARA foreign-principal table for registrants 6415 and 7070, pulled September 2026.

Registered April 5, 2017; closed February 6, 2021; re-registered January 13, 2022

Confirmed. DOJ FARA registrant records. 75 days after the January 20, 2017 inauguration; 17 days after January 20, 2021.

Eight new foreign principals since January 20, 2025

Confirmed: Saudi Arabia 4/4/2025, Taqadum 4/13/2025, PUK/KDA 4/27/2025, Taiwan 5/17/2025, Uzbekneftegaz 11/14/2025, Libya 3/13/2026, Republic of Liberia 5/29/2026, Türkiye MoD 8/21/2026. The DRC increase of 1/27/2025 is an amendment to an existing client and is not counted.

Every fee in the country list

Confirmed from each Exhibit AB. These are contract rates at signing. What the firm actually received is reported in its six-month supplemental statements and is not tallied in this piece.

About $560,000 a month in active contract rates, September 2026

Confirmed as arithmetic on the six active monthly agreements ($200,000 + $100,000 + $100,000 + $75,000 + $60,000 + $25,000). Rates, not receipts. Updated October 21, 2026: the Saudi Embassy engagement ended September 30, 2026 (the firm's filing is dated October 9, 2026). Without it, the active rates come to about $500,000 a month.

Halkbank: hired 8/28/2017, indicted 10/15/2019, registration ended 10/16/2019, deferred prosecution agreement 3/6/2026 with no fine

Dates from the FARA file and the April 15, 2026 letter of Senators Schiff, Blumenthal, Schumer, Wyden and Warnock to Acting Attorney General Blanche, which cites Reuters of March 9, 2026 for the deferred prosecution agreement; the letter's words are "agreeing to dismiss the longstanding indictment." The quotations are the senators' description. No record shows why the case was resolved this way or that the firm had any part in it; the firm's Halkbank registration ended October 16, 2019, six years and five months before the agreement.

Pam Bondi was Attorney General February 5, 2025 to April 2, 2026

Confirmed. CBS News reporting on her departure. Her Ballard Partners employment before 2025 is from NBC News, November 21, 2024.

The contract clause quoted in full

Quoted verbatim from the School District of Lee County's agreement with Ballard Partners (BoardDocs attachment, September 2025), the same text reproduced on The Ballard Board. The clause itself gives the reason for the exception: it describes Eagle as primarily operating through the Tallahassee office.

Dane Eagle's FARA short-form: signed March 6, 2023, filed April 14, 2023, Embassy of Japan

Confirmed. FARA document 7070-Short-Form-20230414-46. The Lee Health registration date of March 6, 2023 is from the Florida lobbyist registry.

Guatemala fee paid by Taiwan; Qatar exclusivity clause

Both quoted from the signed agreements: Guatemala Exhibit AB of 1/13/2022; Qatar Exhibit AB of 6/29/2018, section 4.

Brian Ballard and Sylvester Lukis are the lobbyists listed on both the Amazon and Anthropic accounts

Confirmed from the LD-2 reports: the Amazon.com account lists Brian Ballard, Sylvester Lukis, Daniel McFaul, Rebecca Benn and Pamela Bondi (before 2025); the Anthropic PBC account, registered April 10, 2026, lists Brian Ballard, Sylvester Lukis, Micah Ketchel and Richard Haselwood. Both signed the Türkiye Ministry of National Defense short-forms on August 21, 2026.

$303.5 million in federal lobbying income since 2017; $91.7 million in 2025; 50 public-body clients

Confirmed from the firm's LDA filings as reported to Congress, rounded by the filer. Lee County figures are from the Florida lobbyist registry, BoardDocs and the LDA filings, as documented in the Eagle piece. Updated October 21, 2026: the $303.5 million sums the income on every report the firm filed through June 2026. Counting only the latest report for each client and quarter, which leaves out amended and restated reports, gives $295.6 million. With the third-quarter reports filed October 20, 2026, the firm has reported $339.4 million from 727 clients.

Globovisión paid Ballard $800,000

Associated Press reporting (via WUSF, November 23, 2024), including Ballard's "a big mistake." Globovisión does not appear in the firm's FARA principal list, and the piece says so.

Offices in Caracas, Tel Aviv, Istanbul and Saudi Arabia

From ballardpartners.com, read September 17, 2026. Tel Aviv is the one foreign office with no matching FARA principal.

What the record does not show

No FARA or LDA filing connects any foreign principal to a Lee County contract, and registration under FARA is legal compliance. The piece is explicit about both.
